What Is NASA SEWP VI?
NASA SEWP (Solutions for Enterprise-Wide Procurement) is the federal government’s premier Government-Wide Acquisition Contract (GWAC) for information technology, communications, and audio-visual products and services. Authorized by the OMB, it is available for use by every federal civilian and defense agency.
Created in 1993, the contract has evolved over 30 years. The sixth generation (SEWP VI) carries a $60 billion ceiling and expands scope to cover cloud computing, cybersecurity, managed services, engineering, and data-intensive mission support capabilities alongside traditional ITC/AV hardware and software.

Available to All Federal Agencies
Civilian agencies, DoD components, and federally-funded R&D centers across all 50 states may order directly through DBISPLLC.
Fair Opportunity & Requests for Quotes
Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.
RFI, MRR, and RFQ Guidelines
DBISPLLC shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.
- Request For Information (RFI): As part of market research, we may provide items not yet listed on our SEWP contract if all such items are clearly marked as not yet available, and we submit a technology refreshment request to add those products.
- Request For Quote (RFQ) / Market Research Request (MRR): We may only respond with items available on our Contract, and the price of each item shall be no greater than the price in the SEWP database of record at the time the quote is issued.
- Partial Quotes: If we have insufficient items on our contract to fully respond to a Formal RFQ, we must respond with a No Bid. Unless the RFQ specifically allows for partial quotes, we must respond fully to all requirements specified.
Quote Validity & Formatting
When submitting a quote to a government end-user, we will clearly state the length of time the quote is valid and shall honor any order submitted within the stated time period. When responding to an RFI or RFQ issued from the NASA SEWP on-line quoting system, responses will strictly outline to the Contract Holder User Manual (CHUM).
Information Security & Prohibitions
Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page (e.g., RFQs, RFIs) for purposes other than proposing on SEWP requirements. This strictly prohibits providing third parties with SEWP information for the purpose of assisting companies that are not SEWP Contract Holders with unsolicited proposals.
